Install Windows OS over a Linux VPS, if your hosting provider accept virtual dvd/drive support.
If you rent a VPS from Contabo, or a Cloud instance from IONOS, you can get custom DVD/Image Drive support.
A common problem you may see is the hard-disk detection during installation. You will see no disk drive when installing Windows.
This is because the virtio-driver not built-in with Windows ISO image.
But you can apply an strategy to get the drivers in the ISO file, edit the iso file and add the driver folder.
Download virtio drivers first;

Or you can download driver pack directly from FedoraPeople community site.

Additionally, you can download the virtio driver iso file from our ftp site at http://ftp.eubilal.com/virtio-drivers.iso
Extract virtio iso and collect driver folders. Then insert virtio driver folders into the WindowsOS iso file by using PowerISO software.
It's better to upload and keep your completed iso file to Amazon S3 and make a public-download link.

Import iso image to your vps provider panel.
